GENERAL DESCRIPTION OF WORK: Working under general supervision gathers and identifies evidence from crime scenes for laboratory analysis. Performs complex forensic examinations (physical and/or chemical) of latent finger and palm print samples from crime scene, submitted casework, and/or database maintenance. Forensic examinations include determining the physical and/or chemical properties of these different types of evidence. Prepares written reports of analysis activities and provides expert forensic advice and testimony to any requests from the legal system including judges, prosecutors, and/or defense attorneys.
ESSENTIAL FUNCTIONS:
- Perform analysis and examine the physical and visual properties of latent finger and palm print evidence leading to forensic conclusions of importance for use in legal proceedings in all types of cases, including the most complex and/or cold cases, in support of law enforcement agency’s criminal investigations.
- Independently selects, prepares, and employs the appropriate methods of processing (chemicals, reagents, powders, and equipment) to analyze different types of complex fingerprint and/or palmprint evidence evidence. Performs quality control checks on equipment, chemicals, and reagents used in testing methods.
- Independently manages caseload and communicates with customers to meet established requests for investigative analysis and court dates.
- Conducts complex validation studies on processing methods, equipment, and software used in the laboratory's scope of practice. Perform quality control and quality assurance checks on chemicals, standards and quality affecting materials used in the respective unit. Test purchased chemicals and reagents for efficacy and reliability before they are used in casework.
- Perform technical and/or administrative review on reports generated by other Unit personnel. May perform technical review and confirmation of identifications and associations on reports in multiple sub-disciplines.
- Undergoes annual testing to demonstrate competency and proficiency in processing methods, fingerprint and/or palmprint identification; participates in required continuing education in her scope of practice; and provides testimony in legal proceedings, which is evaluated by judges, prosecutors, and defense attorneys.
- Prepares detailed written reports of forensic analyses and conclusions for use in legal proceedings and conducts quality reviews of other scientists' casework and reports. Conducts technical and confirmation of identification and associations on reports in latent finger and palm print interpretation. Prepares and presents questions for case-specific testimony and provides expert forensic guidance and advice to judges, prosecutors, and defense attorneys.
- Responds to and investigates crime scenes. Independently determines the evidence that shall be gathered and analyzed.
- Provides training for less qualified and/or experienced personnel in areas of expertise. May act as the unit supervisor in their absence.
- Testifies as an expert witness.
- Conduct field crime scene work to gather and analyze evidence.
KNOWLEDGE AND SKILLS:
- Knowledge of criminal law as it applies to forensic analysis.
- Knowledge of forensic laboratory technique for analysis and applications.
- Knowledge of methods, procedures, equipment and materials used in forensic analysis and their applications and limitations.
- Knowledge of research or investigative techniques and controls, which limit or expand the significance of the findings.
- Knowledge of the impact of work and testing performed in compliance with accreditation and state/federal regulations.
- Knowledge of laboratory safety procedures, with emphasis on those procedures associated with the handling of bio hazardous materials.
- Knowledge of the theory and application of forensic sciences, statistics, and evidence preservation processes as they relate to modern forensic laboratory techniques, practices, and procedures.
- Knowledge of AFIS Systems.
- Knowledge of footwear and tire track examinations.
- Knowledge of palm and footprint examinations.
- Knowledge of the use of computer hardware and software to perform the necessary forensic work.
- Knowledge of technical (oral) presentation skills for court room testimony.
- Knowledge of division policies and procedures and division goals and objectives.
- Skill in forensic chemistry laboratory techniques.
- Skill in explaining scientific procedures and results to a lay person in understandable terms.
- Skill in operating laboratory equipment and other related chemicals and equipment.
- Skill in recording and maintaining detailed records and in understanding and carrying out oral and written instructions.
- Skill in interpersonal relations, maintaining good rapport with criminal justice personnel and fellow employees and working work with others to achieve common goals.
- Ability to maintain confidentiality is all aspects of work.
NECESSARY SPECIAL REQUIREMENTS:
- Required to participate and submit to random drug and substance abuse testing.
- Ability to travel statewide in all weather conditions.
- Ability to work overtime as required.
- Ability to be on-call for crime scene/clandestine laboratory assistance.
- Ability to work crime scenes which could involve climbing, crawling, squatting, laying.
