Review, recommend and approve methods for laboratory analysis. Involves: Establish, review and develop project status reports. Coordinate work of the laboratory to ensure all regulatory requirements are met. Design and implement analytical laboratory procedures and sample chain-of-custody, quality control and assurance, laboratory safety or related programs. 

Routinely audit, verify and document that laboratory is adhering to established (QC/QA) guidelines. Audit laboratory operations or individual performance by examining paperwork, logbooks, observing methods, and the verbal questioning of personnel. Routinely review control charts, logs and laboratory and instrument maintenance records. Initiate corrective action, if necessary, based upon audit findings. Research and adapt new laboratory techniques. 

Administer the Laboratory Information Management System. Create and monitor reference and test groups Ids. Evaluate new instruments for application to the needs of the laboratory.  Prepare and implement analysis and testing schedules. Direct and coordinate chemical, bacteriological and physical analyses of samples. Apply appropriate statistical techniques to analyze the test information obtained. Monitor test results. Investigate and resolve inconsistencies in data. Evaluate technical problems and provide direction for resolution. Ensure maintenance of laboratory equipment. Confer with staff regarding test results to ensure quality conforms to federal and state regulations. Analyze and prepare analytical data reports for submission of regulatory compliance.  Ensure compliance with regulatory rules and regulations pertaining to quality and laboratory methods.

Provide sectional administrative support and direction. Involves: Conduct short-term and long-term planning. Monitor production. Allocate resources for assigned projects. Create monthly benchmark reports for management. Prepare, print and approve reports. Prepare and maintain time and cost estimates for tests or experiments and calculating outside testing and sampling service costs. Prepare cost analysis projections to justify annual budget and capital improvement requests. Review new and proposed regulatory legislation to determine impact of operational procedures. Determine need for new instrumentation and/or new methods. Determine course of action for laboratories to meet new requirements. Recommend purchase of equipment and supplies. Prepare specifications for laboratory instrumentation for inclusion in annual or capital improvement budgets. Prepare specifications for outside laboratory services. Coordinate accounting costs with divisions and sections utilizing laboratory services. Review and approve price quotes for laboratory purchases. Review purchase orders with laboratory supervisors to ensure correct purchase of items. Approve purchase orders entered into purchasing system. Receive items and sign receiving ticket. Respond to inquiries and complaints from customers. Conduct site investigations and take corrective action.   Confer with IT Department in order to resolve problems, make reports and customizations.

As assigned act as the department’s liaison with federal, state and local agencies and organizations. Involves: Perform highly specialized forensic science evaluations of controlled substances. Provide expert testimony in court. Provide technical advice and guidance to management. Represent the department at various meetings to provide assistance or gather information. Perform duties of coworkers, subordinates or supervisor as necessary to ensure continuity of operations.

Supervise assigned personnel. Involves: Meet with supervisory and general staff on regularly scheduled basis. Oversee procedural activities. Prioritize and coordinate laboratory activities. Instruct, review, guide and check work. Appraise employee performance of senior staff and review evaluations by supervisors. Provide training and development. Ensure that applicable certifications are obtained and maintained for laboratory staff. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, transfers, disciplinary action, merit pay or other employee status changes.

Qualifications: 

A Bachelor’s degree in chemistry, biology, microbiology, biochemistry or related field, and five (5) years of progressively responsible professional experience in a laboratory performing chemical, bacteriological or physical analyses including two (2) years in a supervisory capacity.

Licenses and Certificates: Class C Driver’s License.
