Director of Physical Evidence

Essential Functions:

Manages the scientific and technical operations of the section.

Formulates and implements short-term and long-term section goals and objectives.

Provides leadership toward the achievement of the section’s mission, strategy, and annual goals and objectives.

Formulates and/or implements operational policies and procedures.

Assists in writing grants and oversees the management of grants and grant funding for this section.

Administers and evaluates effectiveness of quality assurance/quality control and employee technical training programs for the section.

Ensures adequate implementation of guidelines issued by relevant scientific groups such as:

Scientific Working Group for Firearms and Toolmarks (SWGGUN)

Scientific Working Group for Fire and Explosives Scenes (SWGFEX)

Scientific Working Group for Gunshot Residue (SWGGSR)

Scientific Working Group for Materials Analysis (SWGMAT)

Scientific Working Group for Digital Evidence (SWGDE)

Proposes new and updates existing analytical procedures.

Ensures that all methods and technologies evaluated or validated are based on sound scientific principles and are accepted in the forensic community.

Develops and implements metrics to ensure accuracy of testing results.

Monitors workload and case tracking reports on an ongoing basis.

Prepares monthly metric report.

Performs other duties as assigned by the Crime Laboratory Director and the Chief Medical Examiner.

The incumbent must become familiar with all applicable agency policies and procedures.

 

Minimum Education and Experience:

A PhD degree in a physical science subject from an accredited university.

Formal training/coursework in management.

A minimum of 5 years of professional experience in an accredited crime laboratory setting.

A minimum of 2 years managing a division with multiple disciplines or a large group of analysts/examiners.

Demonstrated experience in statistical analysis.

 

Or

A master’s degree in a physical science subject from an accredited university.

Formal training/coursework in management.

A minimum of 5 years of professional experience in an accredited crime laboratory setting.

A minimum of 3 years managing a division with multiple disciplines or a large group of analysts/examiners.

Demonstrated experience in statistical analysis.

 

Preferred Qualifications:

Forensic science experience directly related to:

Firearms examination and/or Trace Evidence examination, including one or more of the following categories of testing: gunshot residue, fire debris analysis, fibers and textiles, glass, paint, or hair.

Evidence receiving, releasing and tracking.

American Board of Criminalistics (ABC) / Association of Firearm and Tool Mark Examiners(AFTE) Certification.

ASCLD/LAB-International/ISO 17025 assessor training.

 

Skills Needed:

Knowledge of principles and practices of management, personnel administration, and budget management.

Experience in managing a division with multiple disciplines or a large group of employees.

Skills in planning, decision making, policy implementation, and management.

Leadership abilities in undertaking research and development programs.

Knowledge of regulations or laws pertaining to the collection, preservation, analysis, and presentation of physical evidence.

Ability to give scientific presentations to small and large audiences.

Proficiency in the use of Microsoft Office applications.

Additional Requirements:

  • Position may require the use of personal or county vehicles on County business. Individual must be physically capable of operating the vehicles safely, possess a Texas valid driver's license, and have an acceptable driving record.
