The incumbent of this position must:
1. Serve as a member of the Management Committee to formulate policy for the Forensic Services Group (i.e. crime laboratory system) and to collaborate with the agency’s Employee Relations Unit to develop negotiating proposals for collective bargaining purposes. The role includes managing the Forensic Biology Section through oversight of personnel, environmental conditions, and test and calibration methods and method validation.
2. Participate in routine, systematic management reviews with FSG management colleagues to:
(a) evaluate the suitability and fitness of existing quality policy and operating procedures; (b) review the results of internal audits; (c) analyze the form, content and application of corrective and preventative actions; (d) set and evaluate short-term and long-term goals; (e) collaborate on strategic planning for maintenance and improvement of methods, equipment, staffing, and training and professional development; (f) conduct trend analyses for stakeholder complaints, customer feedback, and quality control process results; (g) devise and revise policies, create formal action plans for implementation of agreed-upon changes, develop solutions to problems and matters of concern to the FSG, and report on surveillance visits, external audits, statutory and regulatory developments and all other activities that impact laboratory accreditation and the quality management system.
3. Manage administrative processes for the Forensic Biology Section through preparation of reports, memoranda, letters, and correspondence, and monitoring staff for compliance with policies, procedures and standards relative to accreditation, job performance evaluation, collective bargaining agreements, the Commonwealth’s system for progressive employee discipline, executive orders, and departmental policies, procedures, rules, regulations and guidelines. Determine job assignments and personnel movement of laboratory staff in job grade 21 or below of bargaining unit 9.
4. Prepare budget requests and reports for the Forensic Biology Section and, under the direction of the FSG Director of Administrative Services, perform and report the results of periodic cost and expenditure analyses for the Section. Manage spending and organize all financial records for the Forensic Biology Section.
5. Perform related duties such as consulting with colleagues within the forensic science community, representing the FSG on special boards and committees, resolving staff issues, etc.
