Biometrics Analyst Support Manager:  Latent Print Examiner/AABIS Manager

SHORT TERM: 25 April to 25 May, 2013

Contractor: Ideal Innovations, Inc.

The primary duties and responsibilities of the LPE/AABIS manager consist of, but are not limited to, the following:

  • Serve as senior consultant to the local Afghan fingerprint and latent print examiners on questions of classification, quality control, identifications, and other technical matters concerning finger print identification matters.
  • Serve as instructor and mentor to new local Afghan finger print and latent print personnel.
  • Work with and assist the AABIS Biometrics Database Analyst in monitoring the System to achieve and maintain a high level of productivity.
  • Monitor the records being entered into and reports going out of the system to ensure the highest possible level of quality.
  • Adjust the system quality control settings to achieve the best balance between quality and productivity while minimizing the risk of failure to identify “matches” or potential “matches” in the system.
  • Reviews, develops and implements internal and external operational procedures to enhance overall biometric program effectiveness.
  • Interacts with AABIS vendor concerning system operations and requirements.
  • Interacts and confers with Afghan military, police and other related program administrators to identify, develop, refine and implement upgrades to existing programs and new biometric identification applications.
  • Supplement tasking of the Biometrics Database Analyst when and where required in conjunction with CSTC-A / CJTF-435 elements.
  • Identify current and future supply, equipment, and personnel needs.
  • Identify training needs.
  • Periodically review (QC) output to ensure accuracy and integrity.
  • Assist, when necessary, the latent print examiners in entering latent impressions and reviewing search returns.
  • Verify and or confirm latent identifications.
  • Other duties as identified by the AABIS Manager’s supervisor. 

Must:

  • Education:  Bachelor’s degree or 8 years related work experience along with the following:
    • Trained to competency as a Latent Print Examiner
    • Certified by the International Association for Identification (IAI), or trained to competency in a state or federal ASCLD or ISO accredited laboratory as a Latent Print Examiner
    • Have provided expert testimony in court regarding latent prints
    • Be able to utilize the ACE-V methodology to match friction ridge details
    • Be proficient in processing porous and non-porous items for friction ridge detail
    • Have experience processing evidence with chemicals, powders and forensic light sources in a laboratory setting
    • Be proficient in obtaining known inked prints and major case print
    • Possess the ability to teach classes and brief information pertaining to the detection, development, preservation, identification and exclusion of friction ridge detail
    • Possess immediate level competency in Adobe Photoshop and Microsoft Office Suite programs (Word, Excel, etc)
    • Possess experience processing and comparing latent and tenprint records in an AFIS or ABIS system; Morphotrak BIS experience preferable
    • Possess experience managing tenprint, multi-Print, and manager’s workstations for an AABIS system is preferred
    • CLPEs trained to competency in a state or federal ASCLD/LAB or ISO accredited laboratory with recent Latent Print Examiner employment experience are preferred
    • Possess excellent management and organizational skills and be able to work effectively in a team environment; Supervisor experience preferred
    • Must be able to meet the following physical demands:
      • Government requirements for medical fitness
      • Work approximately 12 hours per day, seven days a week for extended periods of time
      • Attend pre-deployment training
      • Lift 70 lbs. to a working height of 48 inches
      • General office and laboratory duties/functions
      • Be US citizen, able to obtain a US Secret Clearance and US Passport (those who already possess US Secret Clearance and passport preferred).

      • Location: Ministry of Interior (MOI), Kabul, Afghanistan
      • Billeting Location: secure compound, Kabul, Afghanistan with secure transportation to and from work location.
