CODIS Laboratory Manager

The Laboratory Manager is responsible for the day-to-day management of the CODIS Database staff and section in the Denver Laboratory. This includes all managerial, technical and administrative aspects in the CODIS Database section. The following details the primary duties of the position: 
 
  • Leads, directs and mentors assigned forensic services personnel in the Denver Forensic Science Laboratory.
  • Must insist on excellence in the work product implementing all aspects of the Quality Management System including but not limited to:   timely, accurate completion of all technical and administrative review of samples/cases, timely completion of competency/proficiency tests, ensuring random reanalysis of cases, timely identification, correction and remediation of all nonconformities or departures from established policies and procedures.
  • Adherence to all applicable state laws and federal rules: Arrestee’s Law, Convicted Offender Statutes, FBI federal rules governing the use of CODIS and the FBI Quality Assurance Standards for DNA Databasing Laboratories.
  • Monitors the CODIS budget, confirming relevant information is accurate, up-to-date and timely to ensure fiscal responsibility. This includes but is not limited to: payroll management, overtime dollars, employee travel expenses, training dollars, procurement of commodities/equipment. 
  • Must continually assess the fiscal impact on all proposed legislation influencing the CODIS Database Section and keep the Denver Laboratory Director and Forensic Services Director apprised of all current and pending fiscal considerations.  
  • Is responsible for the overall management of currently awarded system-wide grant(s) and must ensure the judicious and precise management of the grant(s). 
  • Evaluates work schedules and develops work plans and objectives.
  • Evaluates equipment needs to ensure the laboratory is state of the art; ensures equipment is functioning and well maintained.  
  • Assigns and monitors forensic samples and manages the backlog to ensure all quality standards are being met.
  • Must communicate with and assess the needs of the law enforcement and the criminal justice community including but not limited to law enforcement agencies, district/defense attorneys’ offices, vendors, forensic science organizations and educational institutions.
  • Must ensure the highest level of customer service to all user agencies, effectively changing priorities as necessary to meet their needs including the timely completion of samples and judicious response to questions and concerns. 
  • May assist throughout the laboratory with rush cases and conducting pre-submission meetings.
  • Effectively interacts with all levels of personnel within the laboratory, the CBI and the Department of Public Safety.
  • Must serve as a leader, facilitating and guiding the job performance of subordinates by coaching, counseling and providing timely feedback.
  • Must ensure the development of skills necessary to enhance the individual’s career, including participation in various educational opportunities such as training classes, conferences and seminars.
  • Has delegated authority to issue corrective actions, develop and sign performance plans, evaluate employee performance, and resolve informal grievances.
  • Must be familiar with and gain proficiency in ISO 17025 and ASCLD/LAB-InternationalSupplemental Requirements in order to implement, monitor and support the management system.
  • Assists in developing or revising policies and procedures to meet ISO 17025 requirements, ensuring efficient, effective operation of the laboratory. Ensures compliance of these policies and procedures by subordinates. These policies and procedures are outlined in the Quality Operations Manual (QOM), Discipline Operations Manuals (DOM), Training Manual (TM), Safety Operations Manual (SOM) and Evidence Operations Manual (EOM).
  • Must gain a thorough knowledge of the CBI’s directives, goals and objectives.  Must train, guide and support subordinates to ensure compliance.
  • Requires proficient written and verbal communication skills.
  • Is a sworn law enforcement supervisory position within the CBI.
This position requires dedication, commitment, loyalty and an unwavering work ethic. The individual must be supportive of the CBI’s overall mission, goals and values. The position requires 24/7 availability, including weekends and holidays. Work may be conducted anywhere in the State of Colorado. This position will report directly to the CBI Denver Laboratory Director and may also receive direction from the Director of Forensic Services, the CBI Deputy Director, and the Director of CBI.
REQUIREMENTS: Graduation from an accredited college or university with a bachelor’s degree in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field,plus THREE YEARS of actual forensic casework experience, excluding training. Also, applicant’s experience must be from an ISO/IEC 17025:2005 or ASCLD/LAB Legacy accredited laboratory.
 
Additionally, one to three years of forensic supervisory experience in an accredited laboratory is preferred.

Comparative analysis and examination schedule:

We will be holding the 4-stage examination and conditional employment process for this recruitment the week of 
May 13, 2013. Applicants must be available Monday through Thursday of that week, May 13 through May 16.   As candidates advance through each phase of the process, they will be notified and must attend eachsubsequent stage in order to remain in consideration. The four stages of this process include:
1.     Oral and/or written assessment
2.     Polygraph testing
3.     Executive interviews
4.     Psychological suitability and drug testing
